No idea whatever it is a local standard and ended there by default 
or is it some weird invention (the same goes for membership
acceptance where idea of changing it sounds nice but would be probably
quite time-consuming - and no idea is it conflicting with something [not a lawyer]).

For fee - it is a yearly recurring fee, right now it is 1.8% of monthly minimum wage
in Poland (50 PLN = 11.1  Euro = 13.4$).

Fee waiving for activity is tricky, as from what I know basically all members 
are mappers and it would end with either 

- sponsorship - or The Sponsoring Anti-Pattern to be more exact. 
Single entity funding everything is a disaster waiting to happen and we
would be lucky to get one and no chance at all for some healthy diversification

- confusing "there is no fee, but you should pay fee because otherwise
we can't host anything interesting"

- zero or nearly zero funds what is likely suboptimal

Given that organization is tiny (in 2019 total budget was 2207 PLN = 490 Euro = 590$,
though note that it may increase in coming years due to increase of yearly fee done this year).

I suspect that for such tiny scale it may be better to have such fee to have some kind of stability...
