One correction: political appointees in the United States are subjected
to public scrutiny only if they encumber "PAS" (Presidentially
Appointed, Senate-confirmed) positions, which are defined by law.[1] 
The rest of the roughly 4,000 political appointments (i.e., the
majority) in the U.S. government are made with no input from others, are
made purely at the discretion of the President, and are made behind
closed doors.  Furthermore, all career appointments are made behind
closed doors, and they constitute the vast bulk of the U.S. government
bureaucracy, which numbers more than 2 million at last count.
