Humanitarian, to me, is Humanitarian as in HOT. That H is for crisis or 
urgent relief to a defined under-resourced person, group or community. 
It is distinct from Development Aid which is longer term systemic 
support, usually to large groups or communities. Both can be a subset of 
Philanthropy, which is a broader, indistinct term for being nice to people.

I don't see that OSMF or the microgrant programme have a goal of 
providing direct relief to victims of disasters, poverty or other 
distressing situations. However, OSM and associated organisations do 
provide an extremely valuable resource to many Humanitarian and 
Development organisations and others in that field by providing by far 
the best available mapping of otherwise unmapped areas in the global 
south and by providing base data for GIS users in those fields.

So, a microgrant that supports and reinforces OSM itself is an 
developmental act - providing a systemic resource in support of global 
development.
