1. Do you or does anyone have an alternative plan or proposal for the SDRP?
2. Is there any evidence that SDRP has been ineffective in reducing
disputes in the project(s) that participate?

I would expect that the type of dispute that's so significant that it
requires the SDRP would be exceptionally rare.
