Oh no, the opposite! You innocently picked up my very deliberate example 
of "highway=service" which is _not_ well defined. I mentioned it on tagging-l 
and I am not satisfied with the "I believe", "I think", "looks like that"
responses, and the wiki is self-conflicting.

Some believe it's required that motorcars can go on it; others think it shall
be an officially registered road and others believe the opposite; some think
that it cannot connect roads for through traffic but to lead to some objects
and others think it's not so. It became a problem when in Hungary the party 
state started to build "cycleways" without qualifying them as cycleways, and
they are part of the registered road network but has no road numbers, so they
would be unclassified... or service? Sometimes cars can go through. But often
cars are legally forbidden. 

I do not ASK here what the definition is, that's the topic for tagging-l, but
I wanted to show that "we do not all agree" without consulting the wiki and
even the wiki doesn't agree with itself, so we're tagging a bit haphazardly.

And then you go over to "highly localised". ;-)

This is what matches best my opinion as well: define, not control. It works pretty well now, just sometimes need a bit work for the definitions and some fight on wiki with fellow wiki editors. ;-)
