Dear all,

The start from Steve is an interesting one. However, we should however 
not focus on "completion", because the map will never be complete. The 
tag as proposed "verified", would mean that all addresses require 
regular verification, else they disappear from the map, whilst they may 
be the same for more than 100 years.. Roads will hardly change in the 
same period, but lay-out will, however not on a yearly basis, but on  
much longer time period.
Therefore it could make more sense to identify "Verification Sensitive 
Areas" (VeSA's).  They could be identified, by areas where a lot of 
mapping  activity is, (indicating that new developments), or areas where 
based on map information, reviews could be relevant. The latter would be 
a learning process (may be suitable for an AI approach).

I am afraid that if the map which opens with openstreetmap.org would be 
a map "for internal use only", attraction for new mappers will diminish.
