It never was enough of an issue for someone to complain ;-) I know of no 
JOSM plugins that require extra libraries; one, I think, just packaged 
the relevant non-JOSM classes inside its own .jar. But I can just about 
imagine things getting ugly if one plugin needs the MySQL jar file in 
version A and the other in version B.
