The algorithm actually suggests that you find this out by yourself 
instead of relying on the inner/outer roles. But if you want to use 
these roles, they are not properties of the way, but they are roles 
contained in the relation member table (depending on what schema you are 
using). The same way could be inner to one, and outer to another polygon.
