[osmosis-dev] Osmosis ignores everything but nodes

A 0.39 release should be do-able.  From memory I wanted to discuss the
licence statement on Scott's PBF code (I'm hoping to make it PD like
everything else) before doing a release.

Other than that it's just a matter of following the steps on the wiki:
