[OSRM-talk] Selectively avoiding London Congestion Charge

Normally I would like an option to avoid the London Congestion Area.
However, if the final destination is inside the area then we need to be
able to route into the Congestion Area.
I have looked through various scenarios such as blacklisting, whitelisting
toll= false. But these seem to be simple on/off switches.
The London Congestion Area is tagged as an area, but car.lua says it does
not route over areas. So I am not too sure what an area is.
The notes on London Congestion say to check for tag= toll and take
appropriate action, but I am still a bit green as to how all these tags
interact and what I can do with them.
I have a similar issue with the Severn Toll Bridge.
If I approach it from the M4 or M5 going north then I want to take the Toll
Bridge to avoid a 50 mile diversion. But if I am approaching from the North
I can by-pass the Toll bridge.
So I am puzzling as to how I use the tags to get the actions I want.
