Hi John,

It sounds like what you want is similar to access=destination. Ie allow routing to start or end inside the area, but never route through the area. Unfortunately this is not supported yet by OSRM :

Also the osm tag is usually only on smaller areas or single ways, and you would not be able to use it for your special use case of a congested area. In other words, at this point I don’t see any way to really get the result you want.

Normally I would like an option to avoid the London Congestion Area.
However, if the final destination is inside the area then we need to be able to route into the Congestion Area.
I have looked through various scenarios such as blacklisting, whitelisting toll= false. But these seem to be simple on/off switches.
The London Congestion Area is tagged as an area, but car.lua says it does not route over areas. So I am not too sure what an area is.
The notes on London Congestion say to check for tag= toll and take appropriate action, but I am still a bit green as to how all these tags interact and what I can do with them.

I have a similar issue with the Severn Toll Bridge.
If I approach it from the M4 or M5 going north then I want to take the Toll Bridge to avoid a 50 mile diversion. But if I am approaching from the North I can by-pass the Toll bridge.
So I am puzzling as to how I use the tags to get the actions I want.
