[OSRM-talk] Trunk access in the Ireland.

What's missing from OSRM is an implementation of this table of defaults:
https://wiki.openstreetmap.org/wiki/OSM_tags_for_routing/Access_restrictions
currently, our profiles just have blanked rules globally, even when we
should have country-specific rules.
I will note that Ireland is missing from that OSM wiki page.
