Potlatch expects to find spherical Mercator imagery, tiled and numbered in the same format used by OpenStreetMap, Google and many others. There's an explanation of this on the OSM wiki on the page 'Slippy map tilenames', I think. Some imagery stacks will generate this of their own volition, or you can use gdal2tiles (part of the GDAL suite) or dstile (as used by WorldWind) to generate appropriately numbered tiles.

This is specified in the Background Imagery dialogue like this - http://maps.nypl.org/tilecache/1/dg_crisis/$z/$x/$y.jpg - where $z, $x and $y will be replaced by the z, x and y co-ordinates for each tile.
