 I've just taken a look at the default speed limits that you can select
 from in Potlatch 2 and noticed that one very key MPH default is missing.
 There should be a default one for 25 MPH as it's the most common Speed
 Limit that you can find here in the US on residential streets.

 Now, if you don't want to add any, then you should remove the 5 MPH one so
 you can add 25 MPH as a default since I have VERY RARELY seen anything
 posted @ 5 MPH.  In fact, the only times I've seen a 5 MPH sign is @ Toll
 Booths.
