You can get commit access from TomH (see 
http://wiki.openstreetmap.org/wiki/Subversion).

I'd generally say "go ahead and commit". Certainly I'm no expert in tag 
arcana, and the stuff I've added to map_features.xml was just an attempt 
to get a fairly basic covering of tags in there. As long as we try and 
keep in tandem with tagging best practice (as actually used on the map) 
rather than wiki-fiddling then I'm happy... would be interested to hear 
what others think.

Obviously always test what you're committing before you do so. Dave's 
instance at random.dev.osm.org recompiles from source every 10 minutes 
(I think) so stuff should be pulled through fairly quickly.
