No, me either. There's no caching like that built into p2 itself, so
it's likely to be flash being annoying and caching things itself.
Clearing the flash cache should be enough to solve it.

If it happens again the only thing I can suggest is packet-sniffing
the connection between p2 and apache and seeing what apache is
returning. If it's not being asked for map_features.xml then I'd
strongly suspect flash.
