[Potlatch-dev] Joining ways in P2

Basically its:
- Move end node of first way onto a line in the middle of the second way
- attempt to join them

Regarless in what order I shift-click them, they remain unjoined.

When I select the second way and then shift-click the end node, they are
joined, sort of. But not in the end node, but in a copy of it while the end
node remains unjoined and fixed.
