Just on this one point, I want to say: Absolutely spot-on. The Java 
world has the concept of lazy class loading, where yer actual code is 
only loaded at the point where an object is instantiated.

How the process is handled varies between implementations, but a proxy 
object is one way, so you'd have VectorLayerLoader which creates a 
VectorLayer when the user asks for it to be displayed for the first time.
