The "JS function" for vector background layers is indeed on the todo list.

When I load a GPX trace in P2 it's automatically visible, using the
gpx.css style sheet. Is this not working for you, are you using an
older version of p2, or am I misunderstanding?

There's already code in the gpx.css file to show waypoints along with
their text:
