Comment(by stevage):

 Assuming you mean foot=yes (not footway=yes). The behaviour seems
 consistent to me. Normally, people don't mark foot=yes as it's redundant,
 and there's really no need for a redundant drop down box on the Basic tab.
 "This is a footpath, and pedestrians are...allowed!"
