Really? (Over a million in use). Then why does P2 add it under
Walking>Pedestrian>Allowed?

It's the same for Designated etc. It's inconsistent to display it to allow
only the amending of an existing tag but not adding new ones.

The existence of a footpath doesn't mean there's a legal right to walk it
