I mean, it's redundant to tag foot=yes and highway=footway, because
highway=footway implies the latter (or rather, it implies
highway=designated). See

Yep. Potlatch 2 is inconsistent. OSM tags are inconsistent. The current
arrangement lets you express most situations. It could probably be
improved further.
I'm not sure if you're just unfamiliar with how PL2 works (dropdowns
appear on the Basic tab either if they're set to always appear there, or
if the value that they set happens to be set for the given object) or you
have a particular change in mind.

But a footpath that is not accessible to the general public is the
exception rather than the rule, and that's why the dropdown box doesn't
appear on the Basic tab, and why it *does* appear on the Pedestrian tab.
