I realized afterward that using v="*" adds a tag with a value=*. 

Richard, as you said, the vmatch does the job perfectly with assigning the value=unspecified
using the following tag definition.
  <tag k="highway" v="unspecified"  vmatch="primary|secondary|tertiary|footway|track|unspecified"/>
