Yep. Although with this particular tag, this would be better:

<tag k="highway" v="road"
vmatch="primary|secondary|tertiary|footway|track|unspecified"/>

"highway=road" being the official way of specifying an unspecified
road. Hmm, I wonder if we should have a special value that tells
Potlatch2 to wipe the values if the main key value is not set.
