[Potlatch-dev] Why can't i zoom out over lvl 13

Because in most of the world on an OSM dataset, zooming out beyond 13
would request so much data that it would boggle Potlatch and the server
simultaneously. Also, any edits done at z12 are bound to be pretty
imprecise and we don't want to encourage that.

If you want to change this, you can edit MINSCALE in Map.as and compile
your own Potlatch.
