Potlatch encourages Mappers in simple view to tag outer ways of
multipolygons and other relations. There is no indication in this view
that this way is part of a relation. Potlatch writes:
"No tags set
Please use the menu below to define what this way is".
Instead there could be a notice: "This way is part of a multipolygon
relation. Please use advanced mode or another editor to see the details or
make modifications. Please note that multipolygon support of Potlatch is
currently quite limited.".
This applies to other relations as well.
This would reduce very much the possibility that the mapper destroys a
relation without even being aware of it.
In a more restrictive scenario Potlatch could also refuse to edit ways
which are part of relations whose type PL can't handle.
