For (2), over here on the continent we don't usually take a road and 
slap "railway=tram" onto it; instead we draw a second way that uses the 
same nodes as the road.

But even if you prefer to slap "railway=tram" onto a road, you will *at 
least* do that for a tram line; you will never make some road a tram 
line just by virtue of being included in a tram route relation.

Therefore I don't understand (1); surely the "add dropdown
I don't understand (1) since the simple rule "if selected object has 
railway=tram, show dropdown, else don't" should cover all cases?
