 This area is a bit messy, because mapping practice varies considerably
 between regions. Technically speaking "amenity=restaurant" and
 "building=yes" are two unrelated tags...except of course in many cases
 they're connected.

 In any case, your proposal to add at least a "building=yes" checkbox seems
 reasonable.
