#4461: Add direct coordinate handling to Potlatch's built-in search

Add direct coordinate handling to Potlatch's built-in search, so that the
map view can be jumped to a specific latitude and longitude. At the
moment, it allows coordinates to be entered, but it then hands those to
Nominatim, which returns "the nearest place" to the coordinates, which is
often a long way off.
