I had a bit of a discussion with the submitter of this on the pull 
request, and it seems that one fundamental question which arises is what 
exactly our "en" locale should be...

Is it "British English" or "American English" or some sort of generic 
international english?

Obviously once we have decided the answer to that we can, if people want 
have additional options like en-GB or en-US to customise for a 
particular country.
