Traditionally in OSM, the lingua franca has been British English but
avoiding terms that are likely to mislead in other contexts.
By analogy with the most common tags: everyone's happy with the tag
"highway=motorway", even though the Americans would call it a freeway.
However, the tag "highway=unclassified" is, I think, widely viewed as
too idiosyncratically British and often misleading: were we doing it all
over again we'd call it "highway=minor" (sadly it's a bit late for that
now).
