[openstreetmap-website] Permalink and scale bar are inaccessible on Opera/Linux (#167)

I was experimenting with changing browser window, and noticed:
1. It's not just the scale bar and permalink, but the whole map is offset (check the top panel here: http://not.textual.ru/zverik/2/3/screen-20121123-233554.png )
2. When expanding browser window vertically, scale bar appears, but probably because the map div didn't expand properly (the white space at the top persists).
