[openstreetmap-website] Increase cachablility for individual OSM elements on the API (#129)

Same as all other tickets; @tomhughes this use of your power to close all tickets you disagree with is abusive and unproductive.

Can you provide any data about how this isn't a problem, or how it's fast enough?
