You can't change anything in this file as it needs to stay as a clean copy of the upstream OpenLayers file.

If you want to make changes to our OpenLayers style then you need to make the changes in `app/assets/openlayers/theme/openstreetmap/style.css.scss` instead, which includes this file and then adds extra customisations.

As a general rule, nothing in `vendor/assets` should be changed locally as they are files coming from other projects.
