[openstreetmap-website] Site cleanup (#150)

@GWHAThistory yep, this requires a bit of a refactor of the site structure. I am working on splitting up the `#content` area into `.content-heading` and `.content-body` now, which will allow me to go full bleed, and properly align, the headers.
