[openstreetmap-website] fix for trac #4802 wikipedia link (#223)

Because of the international character of the project, I thought it did no harm to use the tester's locale.

>From the reading I did, it seemed that a separate `helpers` directory was a recommended practice. Helper tests extend `ActiveView::TestCase` as opposed to `ActiveSupport::TestCase` so they seem like different beasts, and it raises awareness that there aren't other helper tests.

Using variables (and taking advantage of color coding) made it easier for me to see how the urls were being combined than simply hard-coding them.
