[openstreetmap-website] fix for trac #4802 wikipedia link (#223)

The point is that nothing sets `I18n.locale` to the "tester's locale" rather it will default to `en` until such time as a request is received with either a session cookie that links to a user with a different language or an `Accept-Language` header.

I'm not necessarily disagreeing about a separate `helpers` directory but I think it should either be at the top level or we should split the other tests up into `model` and `lib` or something - would be good to know what is "normal" for rails though.
