#4829: GPX tracks without time tag - improvement

Uploading a GPX track without the time tag fails - the reason for this is
to get "real" tracks, and not hand made tracks clicked on a computer
manually. But it seems that the error message the user gets on a
 anonymized track confuses.

As a GPX file without any timestamp is valid (the time tag is optional), a
user uploading such a file suggests that there has to be a bug (and the
rejection of a valid file is a bug). And: Today everyone can simple fake a
time stamp - and more and more people don't want to share such private
 informations.

But as the test for a timestamp keeps the "stupid kids" out, I wouldn't
drop this check. But it would be a good idea to inform the user *before*
the upload (right on the upload formular) that the GPX file has to be with
the time element. So it would be clear that a valid file alone isn't
enough - that there are higher requirements.
