 The error message already directs users to a page on the wiki - if you
 think that isn't clear enough then you could edit it to explain things
 clearer.

 I'm not sure that adding lots of text  to the upload page is going to help
 much, especially when it will have to be very technical so that it is just
 likely to confuse people who will never be affected by it.
