[openstreetmap-website] Add iD editor (#225)

Well iD should certainly be in `vendor/assets` not `public` and really we want it to use the asset pipeline properly, which means editing the HTML and the CSS files to use the correct magic to generate paths with asset hashes.

I think `vendorer` should be able to do that with `rewrite` blocks, so being able to pull it in that way would probably be ideal.
