[openstreetmap-website] Add welcome page (#338)

It looks like referer information is being lost somewhere in the new signup flow - if I am not logged in and I click something (like "edit") that needs a login I get sent to the login screen and then click through to signup all of which tracks the referer, but then when I click the link in my confirmation mail I am sent to the new welcome screen, not the edit page.

Of course there is a fundamental conflict here between wanting to preserve what the user was trying to do, and wanting to show them the welcome screen...
