[openstreetmap-website] Add welcome page (#338)

The error handling for the confirm link has been completely broken because all the code in user#confirm that analysed things and presented an appropriate error has been removed.

Now I either get thrown to the home page with no explanation or sometimes (when I click an expired link for an unconfirmed user) get stuck in an endless cycle of reloads of the confirm page.
