[openstreetmap-website] Add welcome page (#338)

The signup page doesn't seem to be behaving optimally in the case of small narrow screens, like e.g. on mobiles. The right side floats i.e. the "Free and editable" section merge with the text forms making things difficult to read.

The contributor terms page also doesn't seem optimal for narrow screens, as a bunch of text doesn't use the full with of the screen and is even narrower than the narrow screen already.
