[openstreetmap-website] Add welcome page (#338)

There were discussions about this on the ewg meeting yesterday ( http://matt.dev.openstreetmap.org/osm-ewg/2013/osm-ewg.2013-08-12-17.00.log.html ).

One thing we wanted to get in before merging were translations for the main languages. I am currently trying to translate it to german.
