[openstreetmap-website] Add welcome page (#338)

The information presented on the welcome page is very brief and basic. However, it seems the links to additional materials like the introductory videos and the wiki beginners guide or additional resources like learnosm, that used to be part of the signup email no longer exist. Can these be added back to the welcome page?
