[openstreetmap-website] Add welcome page (#338)

@apmon - or, failing that, add them back to the welcome email. I don't think having a couple links in the welcome email is too bad - the user can file it away for later reference. I frequently dig out old welcome emails from somewhere because it is easier than going to the web site and trying to find where the hell that introduction page was.
