[openstreetmap-website] Add welcome page (#338)

I have a follow up change which adds a "Help" landing page with links to LearnOSM, help.openstreetmap.org, and wiki.openstreetmap.org. In the interest of further feature creeping an already extremely lengthy pull request, let's keep that separate though. Let's wait a couple days for translations, and then merge this. Perfect is the enemy of overall-much-better-than-what-we-currently-have.
