[openstreetmap-website] Turn off autocomplete on user settings form (#452)

Why would I not want the email address field to autocomplete? If I'm trying to change my address then the chances are my browser already knows the new address and can complete it for me...

As for passwords, do any browsers actually do completion in password fields? I don't think Firefox does.
