[openstreetmap-website] Turn off autocomplete on user settings form (#452)

For me Chrome sets the new email address to be my osm user name and fills in the first password field automatically when I go to the settings page. Safari doesn't fill them in, however that could just be that they aren't autosaved there.

I've also noticed that there isn't anything say that I only have to fill in those fields when changing my password, which used to be there.
