[openstreetmap-website] Add a help jumping-off page (#456)

Do what you like but somehow I find the logic "we don't have a 'learn how to edit OSM with iD' resource so we'd rather remain silent about existing 'learn how to edit OSM with JOSM' resources a bit strange. What is this, the House Committee on Un-iD Editors? While we're at it, let's remove all JOSM references from the Wiki because "someone who wants to use JOSM will find out anyway", right?
